Make sure you upgrade them at same time. And save the best item u get.

If you are lucky you can get it +7 or more at first try.

If you upgrade 1 item directly to +7 it mostly will fail, but upgrading 3 at same time, should take away that chance some what more then upgrading 1 item straight.

To make a +10 or more you + up 10 items to +5 then slowly start upgrading them and save the best.

I went straight to +9 with one of my level 1 staff without doing this.
